So, what does the animation unit do?  It's unclear from the
diagram in the link.  Is it some kind of moire effect to
make the skyline lights twinkle?

Little "timing" motors like that aren't too difficult to
find.  They come in all kinds of gearings.  Herbach and
Rademann usually stocks a lot of them.  The animation motor
on my Seeburg M100-A makes kind of a tuk-tuk-tuk-tuk sound
as it runs.  A woman friend of mine once described it as
"the jukebox is purring" and it's not loud enough (yet)
to be objectionable.
