So I take this to mean that the record rack stopped in the
wrong position so that the transfer arm cycled normally,
but did not pick up the record because it was off to the
side of the arm, is that correct?

It's actually rahter important. If it stopped too soon
it means that the trip levers are advanced too far. If
it stopped too late it could wither be the trip levers
or it could be that the relay that brakes the motor
didn't operate properly, causing the rack to drift past
the stop position rather than stopping abruptly.

Are you talking about the reject switch under the turntable?

Power on or power off? If the power is on, you might not
be able to move it because it's jammed at the end of the
transfer cycle and still energized.

Which switch?

It sounds like this is a problem with the reversing switch,
which should be identified in the schematic. Check all
the leaf switches that the lever on the and of the transfer
arm shaft activites. One of those is supposed to open at
the end of the transfer cycle to stop the motor when the
record is placed on the turntable. It sounds like that is
not opening, causing the motor to reach the end of its
travel and bind. The reason it won't eject is because the
reversing switch is not working, causing the motor to still
turn in the direction it turned to place the record on the
turntabel, when it should be turning in the opposite
direction to take the record off the turntable.
