Some water heaters have one-way valves so the water won't
drain out if pressure drops in the inlet pipe (in case of,
say, a power failure).  Yours may be setting stiff and
opening and closing intermittently with low water flow.
Just a guess (and I may have overlooked some of the symptoms).
