I use a "randsig" program to select one at random and place it at
random at the end of outgoing messages.  (I use a unix / linux email
program called mutt; I have no idea if you can do anything like this
with the typical Windows email programs.)

As for the source of the blurbs themselves, I didn't want a canned
collection that someone else put together, but a personallized
selection. So I just collect them when I see them or think of them.  I
try and give an attribution when they're not mine.  The lightbulb one
was my original, I remember coming up with it years ago while talking
to a cubicle-neighbor at work...
