David,
I have seen more "Bally" brand games then anything else. As far as I know, they continued to make them long after (into the 70's??) there was no competition. Some "flipper" type games in the late 60's or 70's had a "manufactures certificate" pasted to the upper left hand corner of the playfield stating something like" --this game is certified to be a skill game--". In other words--it's not possible to use this pin for gambling. Parts were a problem, as I understand it. It is against the law to sell "bingo" parts across any state line where the games are not allowed--so, what was done, in some cases, was to "re-issue" the part (mostly plastic playfield parts) in a new, non-bingo flipper type machine. This allowed someone to order parts for a flipper, and use them in a bingo. Ron Rich

The "legitimate" manufacturers didn't like the gambling
machines as it gave their machines a bad name. Pinball
machines were banned in a lot of places in the 30s
because of the gambling connection and companies like
Bally and Gottlieb spent a lot of time and effort
distancing themselves from the gamlbing games and trying
to get the amusement-only games relegalized. You'll
note that many Gottlieb games right through the 60s
say "A Flipper Skill Game" on them. That's no mere
hype - it's proclaiming "this ain't go payout game!"
Most gambling games didn't have flippers, and those
that did were in violation of Gottlieb's patent (which
they licensed to other non-gambling manufacturers).
