Look at (and check with an ohmmeter, power off) the keyboard switches
5 and 6.  There is an anti-cheat circuit that powers each button only
if the lower number button is not depressed.

In other words, there is a contact on the 1 button that is normally
closed (makes contact when the button is NOT pushed) that feeds the
2 button, and a similar circuit on the 2 button that feeds the 3
button and so on.  This prevents a customer from pushing multiple
buttons and getting multiple selections for one credit.

In your case, the connection between the 5 and 6 buttons may be
faulty, or perhaps the 5 button may be physically binding and not
returning to the full "un-pushed" position.
