I assume you have already tried the balance pot to no avail...
Try reversing the tonearm input to the amp. If the problem channel switches, you have a problem with the cartridge, needle, and/or the wiring to them.
Problem the same? Physically switch the speakers or reverse jumper the wiring to them to verify the problem isn't the speaker.
Try setting the amp to mono and see if there is any change in the volume of the lower volume channel. If the sound is then more balanced, you have a problem with one of the output transistors.
