I imagine it might work like a lamp, that is, emit some light, at least for
a short while...but I wouldn't want to read by it!  Filament looks awfully
fine.  I have come across a few like this while sorting out our vacuum tubes
(but not by Seeburg), you can barely see the filament.  Probably meant to be
more of a voltage-dependant load of some sort...
