No, the duplex strip (which on older Star Title Strip
blanks is called the "Seeburg Duplex Title Strip") was
originated by Seeburg for the M100-A.

Wurlitzer was the last to convert to the duplex title strips.
Maybe a little resentment for being kicked out of the top
dog position by Seeburg?  :-)

No machine had duplex strips before 1948, of course, AMI
converted with their Model D in 1952.  I don't know when
Rock-Ola adopted them.  Certainly the operators would have
preferred the duplex strips because by the early 50s all
machines were playing both sides of the record so there
was no reason to stock two types.
