Gary,
A jumper is just a short length of wire. You need to connect pin 1 to pin 8 
on each of the sockets that hold a 6973. In a real 6973 this connection is 
made inside the tube, in the substitute it's not, so you need to make it 
externally.

Remember that there is no real substitute for a 6973, while some other types 
may work with this jumper modification, you will not get the full power 
output. I think Electro Harmonics are now reproducing the 6973 so you should 
be able to get hold of a set at a reasonable price.
