    Ron, the lifter arms are connected to a linkage that is self-balancing. 
With no obstruction for either arm, they will only lift about half way. Wes

I'm not where I can look at the lift arm operation--but don't the lift arms 
extend following a cam? In other words, the cam follower moves, and the 
springs pull against it to raise the arms. If this is the case, the only 
thing that can cause the problem (as I understand it) is a bind in the 
arm(s) pivot point. With the record basket removed, I would think that both 
arms should raise together--

Take the mechanism to play position. Switch the juke off. The lifter arm
