I believe Wes, or Roy was right--it's a Bally cabinet, into which various games were installed. They were allowed in different places at different times. I think that they were allowed in Nevada at all times-- Ron Rich

Gambling device for sure.
It was the setting that gave it away. It looks like a Nevada/Lake Tahoe hotel, and there's another machine of some kind near by.
