I think you mean the transfer arm, not the safety plunger.

Check the manual for the record rack and Tormat position adjustments and 
re-do them.  It sounds like the record rack is off-center just enough 
that the transfer arm hits the gap in some slots and misses on others. 
Also make sure that the clutch moves freely.
