Bob is right, you need it rather wet and almost thick enough to run. 
Heat helps the process.  I've been successful with heat lamps over a 
horizontal surface, or if the part is small enough even put it into an 
oven at 140 degrees or whatever the lowest setting is.  Outdoors on a 
sunny (and calm) day is another possibility.

I typically lay down one coat left-to-right and then a second up and 
down, carry the spray pattern past the part on to scrap newspaper.  The 
thicker you spray it, the higher the bumps, so uneven spraying will give 
you an area of "mountains" and one of tiny ridges.

It isn't really as hard as we may have made it sound, but be prepared to 
re-do at least one surface.  If you have some scrap sheet metal, 
practice first to get an idea of how much paint gives what effect.
