I think it is called "wrinkle", but I've also heard of vintage gear 
described as a "black crackle" finish.  "Crackle" to Krylon is a 
different finish now, flat islands with irregular gaps, kind of like GR 
test gear.

A quick web search shows VHT as one manufacturer, selling black, grey, 
and red primarily for automotive use.  A long time ago it was relatively 
common in hardware stores and I made quite a few electronic hobby 
projects that I finished in a light blue wrinkle.  It may also be 
available from Krylon, Rustoleum, etc., but I couldn't find it on their 
web sites.  A well-stocked hardware store or auto parts shop like Pep 
Boys may have it.
