Too small and/or too thick or stiff.  This will also lead to excessive 
side force on the bearings causing them to wear out.  Turntable belts 
don't need a lot of muscle.  A properly balanced and lubricated 
turntable doesn't require a lot of energy to keep at speed.  I suspect 
that it is slowing down because the tight belt is pulling sideways on 
the turntable and drive pulley and causing the bearings to drag.

The reason there are two is so that if one breaks the juke will keep 
playing until the next time the operator comes around to change the 
records, at which time the broken belt can be replaced.
