Same phenomenon on both channels? On a stereo amp, you can move the tubes
around and see if some are bad.
The 6973 are taller than the substitutes 6CZ5/6CM6/6EM5 etc and can handle
more power. The substitutes will "fart" if you drive them too hard.
It does sound like your old preamp tubes are weak.
