sorry to hear you are having troubles with this seller. I had no trouble myself with some
AMI parts I bought.  I did offer to give you his contact information myself.

I had trouble with a seller a couple of years ago before Pay Pal became popular.  I don't know Pay Pal policy but I am sure they will back you.  As far as Ebay, they will do nothing.

I always use Pay Pal now for buying. Nothing else. Also, register a credit card with your Pay Pal account and use that for paying. The credit card companies also offer purchase protection.

Also, check with the seller before buying. I always ask a question of some kind to get a response from a seller. No replies, NO BUY no matter how good the deal looks. Also research the feedback profile.  Put that seller on your blocked bidders list to avoid future deals and retaliation against you.
They will not be able to bid on anything you sell.
