Just as a point of clarification, as I do a lot of business on eBay and
use PayPal as well here is the deal-
Ebay offers no real "protection". In the event of a dispute they will
try to mediate but as no finds move through them between parties there
is nothing for them to really offer. PayPal (owned by eBay as you
noted) offers buyer protection, as long as you're not using a credit
card. If you are using your checking account or have finds in your
PayPal account then you are covered by PayPal, but their system even
notifies you when you select credit card as your payment method that you
are not protected by PayPal.
Just clearing that up.

sorry to hear you are having troubles with this seller. I had no trouble
myself with some AMI parts I bought. I did offer to give you his
contact information myself.
I had trouble with a seller a couple of years ago before Pay Pal became
popular. I don't know Pay Pal policy but I am sure they will back you.
As far as Ebay, they will do nothing.
I always use Pay Pal now for buying. Nothing else. Also, register a
credit card with your Pay Pal account and use that for paying. The
credit card companies also offer purchase protection.
Also, check with the seller before buying. I always ask a question of
some kind to get a response from a seller. No replies, NO BUY no matter
how good the deal looks. Also research the feedback profile. Put that
seller on your blocked bidders list to avoid future deals and
retaliation against you. They will not be able to bid on anything you
sell.
