[Jukebox-list] Bad seller on ebay

Have you filed a complaint with PayPal? The first thing you need to do 
is go online with your PayPal account and file a "Did not Ship" 
complaint. You have a window (with PayPal) for a refund if the seller 
can't prove that he did not ship the item to your registered address. If 
PayPal can't help then get on the phone with your credit card company 
and tell them the story - they will guide you through the process.
