Is the cam follower on the other end of the arm raised off 
the camshaft lobe in the rest position?  If the arm is
binding on something that would happen.  The cam would 
continue to turn but the arm would no longer ride it all
the way down.  Here's a thought, totally uninformed
by looking at the manual or the mechanism :-)  .  Does
the arm rise up to both the 10" and 12" position?  If
it's stuck in the 10" position will it not drop all the
way?  I'm at work so I'm just guessing here.  I don't 
remember what pushes it up the additional inch for a 10"
record.  This may be not be much help...
