It is on one pin only, if I recall correctly LG.  The strap is at the 
base of the pin and angled to extend between the metal case and the 
molded assembly holding the pins themselves.

The strap creates an electrical connection between the case of the 
cartridge and the ground pin.

Here's the deal:  If the cartridge is mounted in a plastic or insulated 
headshell, or attached with nylon screws and spacers, the strap should 
be there as it ensures that the metal case of the cartridge is grounded 
via the tonearm wire and doesn't act like an antenna for noise and the 
like.

If the cartridge is mounded to a metal tonearm that is already connected 
to ground, then the strap should be removed.  Otherwise, stray currents 
can travel through the grounded tonearm, then the strap, and then the 
wire to the amplifier RCA ground and cause a "ground loop", which 
induces hum and noise.

As your cartridge is in a grounded metal tonearm, not having the strap 
is exactly what you want.
