Jeremy,

Check the program IC's for tarnish on the pins.  Clean if necessary.  Also, 
capacitors at C83 and C104 can cause the unit to lock up if they are out of 
spec or shorted.  You might also want to remove and clear the NVRAM and 
check the PCB's for cold solder.

Otherwise, it's start with clock, reset, data, address.... and go from 
there.
