Karl,
  My memory works in fits and starts--just remembered the following--
  There are several caps on the right side of the pulse converter--change them, and while you're at it, check the resistors for tolerance (I think that I have found problems there). 
  Also, on the first relay on the left--there should be a DUAL diode across the coil. I have found that defective many times--and have also found that someone has replaced it with a "standard" diode, more then once. You can use two 1N4004 as a replacement, see schematic Can't recall what symptom it presents when bad---but I think it might be "chatter"--Ron Rich.
