No, it is present regardless of which side of the record is played. 

One thing I did notice was that if I put my finger on the edge of a
record (while playing), there does not seem to be a great deal of grip
or torque on the record.

I'll check out the several suggestions that have been made, and see if
it helps. 

I am new to this forum, and I'm really impressed with how so many have
helped me out. Thanks a lot guys!

Nigel,
Did the "flutter" condition you spoke about only happen in one playing
direction of the turntable? A side fluttered...B side played just fine?
