I've never seen either the machine or the records.  16 (actually 16 2/3) 
was used by Chrysler for a car record player in the days before 4-track 
and later 8-track.  It was also used for recordings for the blind.

Seeburg did have a background music system that resembled an oversized 
RCA 45 changer in a case that looks like a microwave oven.  These were 
16 2/3 RPM, about 8 or 9 inches in diameter, and a hole bigger than a 
regular 45.  This oddity we no doubt deliberate to prevent interchange 
between their proprietary format and those readily available.
