You couldn't get a cartridge to track in such a way that the
stylus would never follow the undulations of one groove wall.
I'd imagine that there's a broken conductor in the tone arm
cable, and when the tone arm shifts over to play the B side
the connection is intermittend.  What happens of you try
moving the wire with the tip of a screwdriver or other
"poker" while it's playing on either side?
