Dan,
I am going out on the limb telling you this because I know nothing at all, 
however my Rockola did the same thing, one row of select buttons worked and 
the other did not.  It turned out the contacts in the second row were dirty 
so I cleaned them again for the 3rd time and that took care of the problem. 
Don't know if that would help you out or not.  Good Luck,
