Well, it looks like whoever did this machine was dedicated to
the notion that it play LPs.  The cartridge is not original.
Seeburg did not sell a conversion kit, and like Ron said the
conversion usually consisted of a gear change and sticking
45 styli in the pickup.  This machine, it is claimed, will
track at 1 gram.  I would be dubious of that claim, as that's
a light tracking force for many "real" turntables.  The
pickup and maybe the tone arm (although it looks original)
will have to be replaced along with the gears.  The vinyl
that was stuck over the original finish may impress the
owner, but it looks tacky as hell in the pictures, and the
mirrors around the speaker grille also give the impression
that whoever restored this machine considered himself a
better industrial designer than the people who created it.
He was too clever by half.  

That said, it looks very clean from the pictures and would
be reasonably simple to get back to playing 78s again.
I think its possible now to buy reproductions of the 
original faux zebrawood applications, so you might not
have too hard of a time correcting the previous owner's
"improvements."

Now, this fellow makes the same mistake that many
jukebox dilettantes make - he assumes that you give
a damn for his taste in music, and touts the inclusion
of the records as a plus.  I'd bet he's expecting that
those records will add a grand to what he realizes from
the sale.  If I were you, I'd give him the opportunity
to hold on to his valuable collection and offer him
$1500 for the machine without the records.

As has been stated here before, an LP jukebox is
about as fun to watch work as it is to watch paint dry.
These conversion were rare for a reason - they sucked!
