Ray and Jim,
Thanks for your input. I have a perfect 45rpm turntable now with the tape on 
the inside of the rim. I verified that the replacement idler wheel is same 
size as old one, so it may be the spring. Grommets look good and it's well 
oiled now. I'm almost tempted to just leave it alone. You know what I mean? 
But will probably scub the idler wheel rubber with the isopropyl and work on 
the spring. Thanks to all who helped. Hopefully I can contribute someday.
