Hi , Bob , if the size of the idler wheel does not matter . why does a
layer of tape on the inside of the turntable correct his speed?  I
submit that if he took the tape off , and put a few turns around the
rubber idler wheel , it would produce the same result. Therefore , the
size of the idler wheel does matter. If he had a 2" diameter idler wheel
, and replaced it with a 2 1/8 " or so idler wheel , the speed of the
turntable would change.  Jim
