Apology if this has been covered. I've been off list for a couple days and just catching up.
If the turntable is slowing down after time, the motor's probably heating up and binding.
It's either worn bearings or most likely, in need of a cleaning and re-lube with
grease (if the bearings are slightly worn).
Friction causes heat, heat causes expansion.
Never clean a rubber drive wheel with alcohol. It dries them out and hardens them.
If the wheel is new, scuff the rim EVER SO GENTLY with sandpaper. This will give it traction.
Go ahead and clean the shaft and inner rim of the turntable, though (possibly moot if you taped it).
That said, the tape sounds like a stop-gap measure and I'm going to go with dirty motor.
If adjusting the spring, just a few loops removed will do it. Most people who do that job tend to WAY over-do it
not realizing the stress they're putting on the motor bearing, and like Ron said, you can damage the motor.

On Rockolas with slow turntable speed problems, the only lasting
solution we have found is to disassemble the motor and thoroughly
clean the bushings and ends of the rotor, re-lubricate, and re-assemble.
Just adding oil does not seem to last as a fix as the old gummy
grease/oil creates too much drag and the motor does not have that much
torque to overcome it.
