But if they were a vacuum, they would be under less pressure and
collapse.  They are, in fact, filled with the gaseous state of
the liquid within the tube.  When the gas cools, it condenses
again and the bubble "disappears" at the top of the tube.  It's
the same way rain clouds form over the ocean, drop their water
over land, the water runs back into the ocean and the process
repeats.
