It is a current limiting function. When the light bulb is cold it passes
more current than when it warms up - so when you make your selection the
coil (and lamp) are cold and thus maximum current flows - as the bulb
warms up then the current to the coil is reduced thus reducing the risk
of frying the coil and electrical contacts.
