OK--Now that you have the manual--and not knowing your skill level--I suggest you spend some time reading the service manual.
You say that you have "checked fuses"--Did you TEST the fuses? Just looking at them will tell you if they are the correct type and size--if you know what you are looking at. If you don't know what the markings mean, just ask. They can be blown, and show no signs of that fact. It is most important that the fuses be correct, in order to avoid (expensive) further damage.
After you are sure the fuses are correct, on the 450, I suggest that you obtain a can of CRC Electromotive Cleaner ( or any brand of electronic "safety solvent") from the auto parts or hrdwr. store. Spray that onto a clean, soft rag, and clean the contact rigs of the write-in carriage. Do NOT spray it onto the rings--use something like an old T shirt. Move the carriage around by hand to get to the whole ring set. Then spray it onto a cardboard about the thickness of a matchbook. Run the wipers over it to clean them. If you have access to an electronics store, purchase some "DeOx It " and do the same with the De Ox It. Do not use anything more abrasive. You can also use a pencil erasure--not an ink erasure, prior to the De Ox It.
Then go to the sequence of operation in the book and see if, where the sequence is broken. This will give you the place to start trouble shooting--or it may be fixed!

Thanks Ron...
I just got the service manual, so hopefully that will help me out. So, I
tried what you suggested (flipping the pin by hand). On the 450, the record
was grabbed and it plays! As for the 454, nothing occurs.
The gripper arm on the 454 is located in the same spot as the 450. It's
sitting directly above the record basket, in it's neutral/starting location.
