  The motor speed for both the "native" 33 and 45 rpm machines remains the same during scan operation.  I suppose that someone could have changed only the fiber and worm gears, leaving the "33" gears on both the top of the clutch and the gear that drives it. Doing so would increase the scan speed, at the risk ( I fear) of doing damage to the clutch parts, and also having the mech scan past the selected record space.
  As for Kyle's suggestion--I agree.

Yes it has a dummy plug in the TCC. Since the default speed was 33, I'm
assuming it had to have a different gear set, as the numbers on the
mechanism match-up for a LPC480. Doesn't this also make the scan speed
incorrect, the mechanism jerks around quite a bit. The LPC's scanned at 33
and only bumped up to 45 with the clamp switch actuated do to the record
center hole size. 
Also have a bad add solenoid in the APU. Kyle is probably correct finding
another LPC with the hardware I need will be a less costly route than going
after individual parts.

Jeff,
Look at the "autospeed jack" on the TCC. If the unit was converted, it
needs a "dummy plug" in that position. Gears are the same on all 45rpm mechs
from the K and L models up. I have rebuilt, and tested (on the Seeburg test
jig), autospeeds available. Contact me off list if you are interested.
