Keep in mind, that this is a 2 speed phonograph!
It may be stuck in 33 rpm mode.
Your machine was set up to play large holed records at 45, and small holed 
records at 33.  When the red "45 adapter" towers were struck by a small 
holed record, they would collapse and allow the record to be played on the 
small spindle.  This also triggered a mechanical lifting of the drive wheel 
underneath.  You will see the motor shaft is "stepped" one for 33, the other 
for 45.
if the little mech isn't resetting, it may be stuck in 33.

However, a lubing of the motor bearing and parts will almost certainly free 
this all up.
The machine can be converted to play all records at 45 by removing the 
trigger arm under the turntable.

Lift off turntable and check everything the other guys suggested.  Motor 
grommets, drive wheel, all parts lubricated.

So I have the 450 up and running, with
selections working now, but the RMPs on the turntable are too slow. I've
tried to find the problem in the manual, but haven't been able to so far..
Any input as to how I can tune or change the turntable RPM?
