Hi there.
Not enough information.
I take it you are able to make selections and the motor is running (?).
The very first thing to try is the reject button on the back of the cabinet.
Does the mechanism scan back and forth after making a selection? If not,
try triggering the manual trip lever. It is just to the right of the
tonearm and has a finger lift. Try lifting it. It trips the mechanism to
cycle. It may be obscured by the plastic cover.
It sounds to me like if it's sitting there clicking, it's stuck in place,
and that it is long overdue for a lube job. Old Seeburgs should be PROPERLY
lubricated once every couple of years. If it's sticking in place, a
tough-to-get-to shaft and cam are sticking, so have it lubed by someone
who's familiar with them.
EVEN if tripping the lever brings it back and it seems to work OK, it still
probably needs a lube job. These machines are just as in need of
lubrication as the engine of your car, but don't have the advantage of a
huge reservoir. The suspect parts (above) are often overlooked and if run
'dry' will begin to wear to the point of needing replacement. They are
telling you there is a problem and to get it remedied, so please, like I
said, make sure it gets a proper lube job once it's running. The shaft and
cam are internal mechanism parts and require the mech to be removed to be
changed.
