Jim,
  I have been trying to rack my (feeble) brain---Can't really remember, and both of my "A" service manuals have "taken a walk". It seems to me that someone had this problem awhile back and there was a discussion on this list--I think the man's name was William Hill  (why do I remember that, and don't remember the solution, or where I could have put the manuals?). You might search the archives for that discussion--
  My thoughts are--is the arm lubricated well--is the mech going FULLY into the scan position(clutch adjustments) ? Seems to me that I have seen that problem associated with the record clamp and ramp adjustments--although I don't know why I have that feeling--
