Got to take a wild guess here--new in-jun-eers were hired, and took a look at the circuit ( and, or most likely, COST ! ) ?

Yeah, ya have to suspect something when a company says they decided to
remove a part that they claim never needed to be there in the first place. I
doubt they would have ever installed it at all without some sort of
reasoning in their minds, even if it was flawed reasoning that they didn't
want to admit they'd had.
