Sounds like dismantling and cleaning would be the best option.
Use some sort of solvent (alcohol, paraffin, turps, or some such)
on a cotton bud or small rag.  Clean both the plunger and the 
bore.  

Note to USA folks...the preceding advice has been translated
into British, here in the renegade colonies we use different
names for paraffin, turps and cotton buds!
