I would suggest that if the manual follows standard engineering
practice, left and right are as observed by the operator.  In
a car, it's sitting in the driver's seat. With a control panel,
it's facing the panel. It makes sense that in this case it's
from the perspective of the patron. Seeburg wrote very good
manuals (I've used them as style guides in technical
documentation settings) so I would expect that they'd follow
this practice.
