Yeah, I remember seeing a relay underneath, that makes sense now. I should have tried closing the relay manually just to verify it just isn't closing like it should. 
Boris, after looking over things, I think you are right. In laymans terms, what function does the rectifier tube have? It is getting quite hot but no glowing, also the inside of the glass on the top it is white, almost like it was overheated, looks like a white residue of some kind.
