No, you can use this in situ provided there's access.  The instructions are simply "Saturate cloth and rub the surface of the rubber until completely cleaned"  Wipe off".  The bottle that I have was produced for a company called Projector Recorder Belt of Whitewater, Wisconsin and it's a 1 oz bottle.  I bought this in the UK maybe 20 years ago and it has served me well.  There is a warning about irritating vapour!

well.  
Googling 
"Rubber 
Revitalizer" 
throws 
up 
similar 
products 
in 
small 
quantities 
and 
looks 
fairly 
cheap.  
You 
will 
probably 
find 
something 
suitable 
if 
you 
do 
that.
