Didja ever hear the Rolling Stones sing "Black is Black" ? Well, they were telling you that it makes no difference--black is black. As for "grounding"--don't think of house wiring "neutral", or white wire, think in terms usually used around machinery--green wire to "ground", but only if the whole phono has been designed with "ground circuits", otherwise, just "forget it",as the original was never "grounded". 
The above about "grounding", is my opinion only--others do dis-agree.

I am unclear as to how to wire it. The shematic that came with it shows the ballast wired in series with one side of the lamp. That I understand. The ballast has only 2 black wires.
One is 7" long and the other is 22" long. The schematic shows a black to line voltage and the other black to the lamp. The schematic reads black as line and black to the lamp.
The leads are not marked. Just both black. I don't know how to tell what black goes to line and what black goes to the lamp.
Is the length of the wire and indication of line and load? 

Also, the ballast itself must be grounded. Does this mean one neutral to the lamp and then also paralled off and secured to the ballast metal body? I hope I don't sound too confusing.
