Roy,
You have two, or more issues with that unit. I suggest that the first to tackle, would be the "reject" issue. That can be done by removing the small orange plug on the amp, either marked "mech", or "mute". Then play a record. If your problem is not electrical, the record will play. If it will play, insert that plug into the amp while it's playing. If it trips at that point, one of the reject switches is closed. If it does not trip, at that point, the switches on the mechanism are adjusted wrong.
Next check the State Control Center. It MUST be a SCC-3 CODE "B", or "C".
