Gee, Ron...I'm sure you're old enough to have seen a "megger"!...it is a 
crank-operated generator with a meter for testing insulation 
resistance...I've got one that goes  up to 500 volts, but they make them 
for much higher voltages.  The reading is in megohms, hence the name.  
P.S., I am informed by one of my immigrant customers that they were/are 
popular torture devices amongst the Israeli secret-service...
