Tungsten filament, as opposed to carbon.  It was a
standard that GE licensed to most lamp manufacturers
beginning in 1909.  In addition to the filament, the
standard also specified voltages, socket configuartion,
etc.  It was a vehicle for standardizing North American
lamp specifications.  GE dropped the licensing after
WWII, and so any bulb that still carries that designation
is strictly voluntary.
