Not true.  A GFI does not require a ground connection.  There are GFI 
units built into two-wire cords in hair dryers, etc.  No ground at all.

A GFI works by detecting any difference between the current flow in both 
wires of a two-wire ungrounded circuit.  In a properly operating 
circuit, current leaves the live wire, goes through the device, and 
returns through the neutral.  If something external to the two wires 
(such as a person touching an exposed live wire) shunts away some of the 
current from returning via the neutral, the GFI will trip and break the 
connection.

A GFI will not protect against a person touching just the live and 
neutral wires without also being in contact with an external ground, but 
neither will a three-wire cord.
