I use a Fostex TT-15 test tone generator.  I don't know if
they're made anymore, but a quick Google search shows some
for sale used.  It's about the size of a deck of playing
cards and runs off a 9V battery.  You can set the output
level at 0dB, -10dB, or -30dB, the latter being low
enough not to damage an amp with a magnetic cartridge
input.

That said, it won't solve the Cobra issue, but it's a
great gadget to have, and a lot cheaper than an HP 200CD.
